FPS locked

Hi all.
Since last week i have a new graphics card and CPU
GTX1050TI 4GB OC and FX8350
My monitor is set up to 60 HZ
Now it happens when i play the game that it is locked at 30 FPS also when i selected all low or medium or high it still locked at 30. Vsync is off also in CP Nvidia. So what just happens here?
