What does changing the refresh rate in "Fullscreen Resolution" do?

I've overclocked my monitor to 73hz from 60hz and switched it to 1920x1080 @73hz. What does changing this from 1920x1080 @60hz do? Does this only impact things like the framerate limiter? I would imagine if my monitor is already overclocked to 73hz the in game setting wouldn't matter.

    It allows your monitor to display 73 frames per second instead of 60 frames per second.

    A higher frame rate on lcd monitors results in a clearer picture with less motion blur and input lag.

    Higher refresh rates reduce screen tearing. A 120hz monitor has much less screen tearing than a 60hz monitor when v-sync is disabled.

    The console command 'gametime.maxvariablefps 73' can be used to limit your framerate to 73fps.
