Nvidia's crappy drivers maybe? Try older ones.

Got similar setup except gpu is 1070 .
Im playing 1920*1080 all settings Low , Mesh - ultra , TAA , DX11 , frames locked by monitor refresh rate .

Yes there are some cpu spikes in game , but game is playable .

use perfoverlay.drawgraph 1 ingame command to monitor cpu/gpu for spikes
msi afterburner to monitor cpu/gpu/ram usage and temperatures

You're running at maximum FPS. In the video you have 200+ FPS at times. Surely you're bound to get CPU spikes when you don't cap your FPS?

Your CPU doesn't seem to be under a lot of strain as it's around 55% for most of the video. The only stuttering I thought I could see was when your FPS was at the lowest points. Maybe it's just the game or Windows.

I've got a 144hz monitor but I cap FPS to 60 because I can't tolerate the FPS drops.

I don't feel that I'm getting any mouse input lag.

Has anybody encountered Windows 10 trying to install Nvidia Display drivers multiple times?

I solved it. I changed dx12 to dx11 and only 4 cores out of 12 were used by bf1, so i wrote a specific command in the console to make all 12 cores run. Dont remember what command it was tho.
