Respectfully, XIM comes with software that connects to an external PC and the actual quote from the user code of conduct is "software programs or tools" just to let you know, so it clearly fits the definition. Also pro controllers have never been considered cheating on any console competitive game.

The XIM software is for configuration in the exact same way that the Nacon Revolution Pro does - the latter being a Sony licensed Pro controller. For example, the XIM software allows you to customise the aim curve. Guess what, the Nacon software does too. It's not in violation of their TOS regardless of how much you want to stretch it so that it is.

Different hardware inputs and outputs are entirely acceptable - the fact you have a specific thing against KB/M doesn't mean that Sony do.

ps, obviously competition games are an ENTIRELY different thing from public games. Any competition can implement whatever rules they see fit. If they say you must only use a standard DS4, allow pro controllers, limit weapon choices, insist you sit on an Ikea stool - or whatever they want, then anything other than that is cheating in those competitions. But that isn't really what any of this is about.
